That’s a Twitter conspiracy. Some cons have joked about it online but it’s nothing more than a shot at the lax liberal membership rules. On Twitter they’re also accusing conservatives of planting Ruby Dhalla in the liberal leadership race. She was vilified by cons when she was a liberal MP - especially when she put forth a private members bill to reduce residency requirement for OAS eligibility from ten years to 3 - but conspiracy theorists don’t care much for inconvenient facts.
